So take a look at one of the many gift-card marketplaces dedicated to swapping cards. Unlike eBay, these exchanges offer a balance guarantee on any card purchased through them — so scammers can’t use the card’s balance after it’s been sold. Many of these exchanges also act as the middleman between sellers and buyers, so you only have to deal with the company (not fickle gift card junkies).
Some states require that gift card issuers allow cardholders to redeem their gift cards for cash. California law states that consumers can receive cash from the issuing retailer if a gift card has $10 or less remaining on the card. In Maine, Massachusetts, and Montana, cards with a value of $5 or less can be exchanged for cash. In Vermont, cards valued at less than $1 can be redeemed for cash. Investigate to determine if a cash exchange is an option.

This option might work best for gift cards to local businesses that cannot be listed on the other gift card balances. When selling locally, it’s best to meet at the local business to verify the balance before the buyer pays for the card.

Beware trying to sell gift cards on eBay, at least electronic gift certificate codes. I sold one worth $100, collected payment via PayPal from a eBay and PayPal verified buyer then emailed the code. I kept proof that I had delivered the code and that it was valid. The buyer then reversed the payment with their bank, and PayPal withdrew the payment from my account.
